Are we really witnessing the "return" of protectionism?

Neoliberal globalization now seems to be undergoing a transformation, with protectionist measures being stepped up, such as the American Inflation Reduction Act adopted in 2022, or European attempts at relocalization. However, rather than prophesying a "return" of protectionism, we need to consider whether or not there is a protectionist "moment", i.e. the existence of a social bloc in favor of protecting the domestic market against the evils of free trade, a pillar of international trade since the 1970s.
